Will my instance's public IP change?

Your IPv4 address remains the same across reboots, scheduled maintenance, and host migrations. It will only change if the instance is discontinued - meaning it's deleted and a new one is created in its place. If you're on a long-term reserved contract, your IP is guaranteed to stay the same for the full duration of that contract. Please note that dedicated reserved or floating IP addresses are not currently available as a standalone feature.
